Introduction
Het Nieuwe Diep and Het Nieuwe Werk are two roads in the port area of Den Helder, located between the naval port and the city center. The Moorman Bridge connects the area to the naval port. The Van Kinsbergen Bridge connects it to the city. The roads and bridges in the area are important for maritime activities, such as shipping, shipbuilding, offshore (energy), the navy, and maritime services.
The area also includes the Havendijk, a primary sea defense that protects the area from high water from the Wadden Sea.
Part of the project involves improving accessibility and quality of life in Den Helder. The goal is to separate city traffic from through traffic to improve accessibility and traffic flow through the port area. To this end, the province is working on a new bridge: the Ravelijn Bridge. Under the leadership of the municipality of Den Helder, the project team is working on a corresponding (re)design of the Nieuwe Diep/Nieuwe Werk road. Through this project, we are improving the transportation infrastructure and thereby contributing to the strengthening of the region’s economic and social fabric.
In addition, we work closely with the Hollands Noorderkwartier Water Board on water safety; future sea-level rise is also part of the project.
The goal is to realize the connection of the Ravelijnbrug and the Moorman Bridge to the Nieuwe Diep/Nieuwe Werk, in order to create a well-functioning road. This road should make it possible to better separate traffic flows and improve the accessibility of both the civil and military ports, in such a way that the activity at the civil port also benefits.
Once both bridges are completed, the Nieuwe Diep/Nieuwe Werk will become a new “artery.” This requires a collaborative approach involving all stakeholders. The new road must accommodate pedestrians, cyclists, and motorized (freight) traffic so that everyone can use it safely and effectively.
Insight into what it yields
The development of the Nieuwe Diep/Nieuwe Werk (NDNW) area is an important step for the future of Den Helder. This area connects the port, the city, and the region, and is being developed to stimulate economic growth and collaboration.
For Den Helder, this means a stronger and more attractive city. The area will have better access with new waterfront connections and infrastructure, allowing residents and businesses to reach their destinations faster and more safely. Local entrepreneurs will have opportunities in the implementation and benefit from the improved accessibility and appearance of the area.
For the region, this means a strengthening of the Maritime Cluster in Northern North Holland. The area is creating opportunities for collaboration between the Department of Defense, civilian companies, and educational institutions. Innovations are being developed here, for example in the fields of sustainable shipping and energy. This will create new jobs and provide more educational opportunities.

The Nieuwe Diep and Nieuwe Werk are important roads between the naval port and the city of Den Helder. The idea is that they – together with a new Ravelijnbrug bridge – will form a new traffic artery. The redevelopment will make the roads safer and more suitable for cars, freight traffic, cyclists and pedestrians.
The new design improves the accessibility of the port and the city, ensures a better flow of traffic and increases the quality of life. The civil port and local companies also benefit from the improved infrastructure.
The redevelopment is a collaboration between the municipality of Den Helder, the province of Noord-Holland, the Ministry of Defence and Port of Den Helder. The Hollands Noorderkwartier district water board is also involved. Together, they ensure a coherent development of infrastructure and the area.
There is a preliminary schedule: preparations will run from 2026 to 2027. In 2026, the environmental impact assessment (EIA) and the development framework will be established, among other things. In 2027, the decision-making on the
environmental plan will follow. The execution is scheduled for the period 2028–2032.
The municipality and project partners are organising information evenings and participation sessions, such as the meeting on the draft design on 15 October 2025. In addition, there is an advisory group that provides solicited and unsolicited advice to the project leaders and administrators. Residents and companies can respond to plans via opinions and consultation moments.
In the first half of 2026, we will organise another meeting for local residents and companies in the Nieuwe Diep/Nieuwe Werk area.
